This place is nothing more than a hole in the wall bar trying to masquerade
as a Mexican restaurant. The service is slow, the quality of the food
is awful and the prices are outrageous for such sub par offerings. The
meals for every one in my party (there were only three) to 40 minutes
and arrived barely warm. The portions were small for $15.95, the meat
and vegetables were over cooked, the rice was hard and undercooked,
tortillas were no larger than your typical compact diskette, hardly
usable to wrap the food, and any trace of mexican style seasonings was
non-existent. The "Grand Margarita" for $8.95 was no larger
than 6 - 8 oz and generally devoid of any discernable alcohol. Note,
a stale nacho chip is stale even if you warm it up. The main dining area
is too smokey to eat in and the enclosed veranda lacks heat so you have
to wear you coat while you eat. Taco Bell is a massive improvement over
this place.

Someone should sit down with the owner and write the "Harvard
Business" case on how to successfully transform (and continually
improve) a once hole in the wall bar into a family friendly tavern/restaurant.
The quality, quantity and variety as well as the reasonable prices
makes "Phils Tavern" a tremendous dining and social
experience. Best Wings in the area!!
